The Halligan Water Supply Project is a multi-million-dollar capital project that will take place over several decades. There are many project milestones, with the most recent being the release of the draft Environmental Impact Statement in late 2019, followed by a public comment period and hearing in 2020.
The communications goal was to educate the public about the project and reduce the number of negative comments and reactions to the draft EIS.
The communication plan was considered a success because there was minimal negative feedback at the hearing when compared to similar projects in the area.
